“In addition to regular commissions, the measure allows for payment for physical disability at 75% of the highest pay while on duty, mileage payments from home to first duty station and a uniform allowance for those who entered active duty after passage of the law. The law also assigns the War Department, rather than the American Red Cross, with the responsibility of procuring reserve nurses.”
